We've been looking to provide a higher-quality, spam-free experience at the plugins site for some time, and a major error on our part forced us to shut down the current site before we could put the new one in place. Ways handle localScroll and ScrollTo on the same page?

I like to use localScroll as a "catchall" on my pages. But sometimes I specifically want to use scrollTo on a link so I can control the settings etc, I noticed a problem with that today. For example I have code like:

$.localScroll({ duration: '400' });
// elsewhere, on click of specific link
$.scrollTo("#myLocation", "400", {axis:"y",offset:-150});

when that link is clicked, the document scrolls to the correct location, then "bounces" up by 150 pixels.

Is there a way to get scrollTo to override any localScrolls (either already in existence or to be defined later)?
