We've been looking to provide a higher-quality, spam-free experience at the plugins site for some time, and a major error on our part forced us to shut down the current site before we could put the new one in place. Disallow special characters/harmful characters

Description
I had the need to disallow special characters that could be potentially harmful. I have added the code to handle this and just wanted to share. Simply add what you want removed to the notallowed array.
